Australian Prime Minister Kevin Rudd says his country faces a rising threat from home-grown "violent jihadists".
He says the terrorist threat comes from people born or raised in Australia who take inspiration from violent jihadist narratives.
He adds that earlier Australia itself was not a specific target, but now it is.
Mr Rudd has unveiled a counter-terrorism blueprint which increases security measures for visitors from 10 countries.
