Push for training of low wage workers

The sub-committee has also called for a stronger push for training for low-wage workers to ensure inclusive growth for all Singaporeans. 

The training will act as a springboard for them to upgrade their skills and earn better pay. 

Broad-based incentive schemes should be made available both for the employers and the workers. 

This is given that low wage workers tend to work long and irregular hours and employers generally less supportive of training them. 

There has also been a call to develop a structured programme to train and place low-wage workers in better jobs. 

It should cover basic literacy skills, placement into better jobs, financial assistance to cover opportunity and other costs as well as peer support and counselling. 

With the refocus on enhancing productivity and developing the workforce skills base, the Government should review the WIS to ensure it is focused, timely and effective in heloping low wage workers. 

The scheme was introduced in 2007 to help older low wage workers supplement their incomes and build up their retirement savings.

To motivate workers to pursue skills upgrading, there should be a closer linkage between productivity and wage growth through performance-based remunerations.
